The Tampa Bay area is a superb area for both learning and advanced riding. Good kiting conditions in virtually every wind direction. The best season is from November thru the end of April. Many different riding spots - flat water to waves.
St. Petersburg has a great selection of affordable lodging options (or luxury accomodations if you prefer), it's easy to get to St. Pete - many cheap flights from almost anywhere to Tampa (which is 20 minutes from St. Pete), a complete variety of activities available...plus you do not need to pay someone to take you out in a boat here, virtually every good riding spot is easily accessible.
